Position: Early Childhood Education Program Compliance Coordinator

Department: Early Childhood Education

Reports To: Director of Early Childhood Education

Hours: 35 hours per week

Salary: $65,000

FLSA: Exempt

Position Summary:
Union Settlement seeks an Early Childhood Education Program Compliance Coordinator, who will be responsible for ensuring that all of Union Settlement’s Early Childhood programs are meeting licensing and compliance regulations as set forth by the Department of Education, Office of Children & Family Services (OCFS) and regulated by the NYC Department of Health & Mental Hygiene (DOHMH). The Early Childhood Education Program Compliance Coordinator will be responsible for ensuring that all early childhood licensed programs are in good standing, including but not limited to managing, new applications, renewal applications, managing violations, auditing of administrative documents, and supporting with streamlining processes. The Early Childhood Education Program Compliance Coordinator will report directly to the Director of Early Childhood Education. The position is an in-person role. An essential part of the role is developing and maintaining effective working relationships with internal program staff, Human Resources, and external licensing regulatory agencies.

 

Responsibilities:

    • Provide training and information sessions to management on all updates to licensing regulations and requirements.

 

    • Lead the Early Childhood Education Licensing renewal process for all center based programs, which includes but is not limited to:
        • Obtaining necessary documentation from program staff for licensing submission.

       

        • Collaborating with the Department of Health & Mental Hygiene (DOHMH) pertaining to the status of renewals.

       

        • Developing internal tracking systems to support preparing for future renewal periods.

       

       

 

    • Lead the ECE licensing process for new applications.

 

    • Manage the Center Director changes with the Department of Health & Mental Hygiene.

 

    • Enhance existing tracking systems related to the program site, intern/volunteer, and staff related licensing requirements, including ECE registration expiration dates and supervisory changes, to meet required deadlines and maintain compliance with OCFS Regulations.

 

    • Engage in weekly administrative audits at program sites to ensure that personnel files meet the Office of Children & Family Services’ minimum expectations.

 

    • Assemble, review, and maintain electronic files of onsite documentation.

 

    • Guide the program leadership team pertaining to existing risk factors- physical and administratively- that could result in violations being issued.

 

    • Work collaboratively with Program Leadership to address any outstanding program violations to move all programs to good standing.

 

    • Work collaboratively with Program Leadership on developing practices/protocols that ensure that all ECE programs remain in compliance as outlined in Article 47, OCFS and DOHMH regulations.

 

    • Support program management staff in response to licensing site visits. Provide responses and documentation to outside regulatory staff as needed.

 

    • Support the processing of the Occurrence reports, including submitting notifications and reports to licensing agencies as needed.

 

    • Assist as necessary to compliance, program, and human resources staff during occurrence report investigations.

 

    • Submit status reports on all licensing-related items weekly or as needed.

 

    • Update the licensing tracking system daily.

 

    • Provide updates on open investigations and upcoming corrective action hearings.

 

    • Manage the organization’s permit approval process, including but not limited to:
        • Accurately reviewing, processing, and preparing for in-person submission of all permit applications as needed.

       

       

 

Qualifications:

    • At least three years of experience in program compliance, ideally including successful experience overseeing grant-funded contracts.

 

    • A strong understanding of Office of Children & Family Services (OCFS), Article 47, licensing regulations in regards to the DOHMH.

 

    • Knowledge of NYC laws, regulations, policies, and systems governing ECE services, including DOE, DECE, and DOHMH regulations.

 

    • Excellent organizational, analytical, financial management, and problem-solving skills.

 

    • Excellent oral and written communication skills.

 

    • Demonstrated computer skills, including significant experience using Excel.

 

    • Demonstrated ability to perform multiple tasks effectively in a challenging and fast-paced environment.

 

    • Demonstrated understanding of the challenges facing youth in an urban setting, ideally including an understanding of the needs of youth and families in East Harlem.

 

    • Unquestioned personal and professional integrity.

 

    • A dedicated work ethic.

 

    • Ability to multi-task and attend to details while keeping an eye on the big picture.

 

    • Experience with and respect for protocol.

 

    • Excellent interpersonal, written, and verbal communication skills.
