Center for Urban Community Services
The Center for Urban Community Services (CUCS) is a national leader in the development of effective housing and service initiatives. As a part of the city funded Manhattan Outreach Consortium (MOC) for the last ten years, CUCS has operated an outreach and housing placement program for people living on the streets of its assigned catchment area, 110th Street to the northern tip of Manhattan; and provided psychiatric and medical services (through its affiliate, Janian Medical Care), staff training, and IT support for all of the MOC programs. MOC is an innovative street outreach and housing placement program for people who are chronically homeless and living on the streets of Manhattan. In addition to CUCS, Breaking Ground operates a MOC outreach program in midtown Manhattan, and Goddard Riverside Community Center serves as the MOC’s lead agency and operates two outreach programs covering the remainder of Manhattan. Since the MOC began in September 2007, it has placed 1750 people into permanent housing, much of that do to CUCS’ very strong outreach, psychiatric, medical, training, and IT staff.
The city recently rebid the outreach contracts for each of the boroughs in the city, and selected CUCS as the winning bidder for Manhattan. The new contract will begin on July 1, 2017. In order to achieve even greater results, the three MOC organizations have agreed to restructure their operations in the following ways: CUCS will serve as the MOC’s lead agency, each of the agencies will provide the overnight and weekend outreach services for their assigned catchment area, and the catchment area boundaries will be adjusted to better align staff resources with the number of homeless people in the area.
Because of this, CUCS will be taking on new MOC leadership and overnight and weekend outreach responsibilities, and therefore adding the following positions to its current operations: a MOC Director; Deputy Director; QA Coordinator; daytime and evening Clinical Supervisors; and evening, overnight, and weekend outreach and housing placement staff.
The MOC Deputy Director will assist in ensuring that the MOC service teams, psychiatrists, and primary care staff provide the best services possible for the MOC’s clients, that the MOC is an engaging and rewarding places for staff to work, and that the MOC culture promotes continuous learning and improvement. Specific responsibilities include the following:
Provide support to the MOC Director in all areas
Provide leadership which supports, challenges, and inspires MOC staff and clients
Assist in ensuring that the MOC’s day to day operations are well managed
Assist in helping MOC teams to create and/or maintain a culture that is aligned with the CUCS program sites’ core purpose, core values, and vision statements
Assist in ensuring that the MOC meets its contractual obligations, and other performance targets
Assist in ensuring that the MOC is well staffed, that turnover is kept to reasonable levels, and that vacancies are filled in an expeditious manner
Provide effective supervision for senior staff
Assist in ensuring that MOC staff are appropriately oriented, trained, and developing as professionals
Assist in ensuring that MOC settings are clean, safe, and inviting
Assist in ensuring that the MOC’s fiscal resources are well managed
Assist in effectively leading and/or participating in the development, implementation, and maintenance of program development initiatives and other quality assurance and improvement activities
Maintain good working relationships with partners, funders, and other stakeholders
Continue to learn and grow as a professional
LCSW preferred and five years of progressively more responsible post-masters related experience.
Strong writing and verbal communication skills.
Strong computer skills, specifically Microsoft Excel, Outlook, and Word.
Demonstrated experience as a team player.
Ability to develop program policies and monitor adherence to them
Comfortable holding people and programs accountable for outcomes
Ability to negotiate numerous priorities, resolve conflicts, and manage high level communication with multiple parties
Comfortable with change and change management
